Former Oswayo Valley Library Director and Board Member Arrested on Charges of Embezzlement

SHINGLEHOUSE – A former Oswayo Valley Memorial Library Director and a Board Member have been arrested and accused of embezzling thousands of dollars of merchandise through the library’s financial system.

State Police in Coudersport say their Criminal Investigation Unit conducted an extensive investigation after an internal audit by library Board Members and staff revealed discrepancies.

Police have accused 36-year-old Rebeccah L. Dickerson, of Shinglehouse, PA, and 38-year-old Tammy A. Ray, of Liverpool, NY, with purchasing items using library funds without ever reimbursing the library.

Ray has been charged with multiple felony accounts of theft, receiving stolen property, and conspiracy. Dickerson has been charged with several misdemeanors involving theft and receiving stolen property.
