CONNECTING MUNICIPAL OFFICIALS TO THE NATURAL GAS INDUSTRY

This workshop will review the responsibilities of municipal officials and what the gas industry expects in the case of an emergency when drilling or a pipeline crosses its boundaries as well as receiving the latest information on current legislation.

Elam M. Herr

PA State Association of Township Supervisors

Elam Herr is Assistant Executive Director for the Pennsylvania State Association of Township Supervisors; he has been with the Association since 1976. Mr. Herr primarily represents the Association before the Pennsylvania General Assembly and executive departments on matters affecting Pennsylvania townships. He is also responsible for the planning, development and administration of the Association.

Elam holds a Masters of Public Administration, Graduate School of Public and International Affairs from the University of Pittsburgh, also a Bachelor of Arts degree in History and Political Science from the Millersville State College.

MICHAEL C. WOLFORD

Wild Well Control

Ensures strategic and tactical level safe operations by implementing and maintaining WWCI operational policies & procedures, and the framework of incident command functions consistent with the principles of The National Response Framework (NRF) and the National Incident Management System (NIMS). Oversees well control project compliance with applicable health, safety, and environmental protection laws and regulations of the Commonwealth of Pennsylvania. Acts as a liaison between the WWCI Project Manager/Team Leader and local jurisdictional response agencies including fire, hazmat, EMS, law enforcement & OEM. Coordinates and assists public and private partners with establishing, maintaining and implementing ICS structure, scene management and operations. Performs basic safety or medic duties at a minimum when one is not present on location.
