Governor Corbett Signs House, Senate Bills into Law

HARRISBURG – Governor Tom Corbett has signed into law the following bills:

Senate Bill 894 – This bill amends the Act of May 1, 1933 (P.L. 103, No. 69), known as the Second Class Township Code, to provide that second class township supervisors, as well as their dependents, who are over age 65 are eligible to be included in supplemental Medicare insurance coverage that is paid in whole or in part by the township. This measure authorizes townships to pay the cost of this coverage for eligible supervisors and employees, and saves townships money by allowing employees to switch to Medicare if they qualify.

Senate Bill 1043 – This bill designates the bridge that carries U.S. Route 15 over Mill Lane in Old Lycoming Township, Lycoming County, as the Trooper Gary Rosenberger Memorial Bridge. Rosenberger, a State Police Trooper, was shot and killed in the line of duty in December 1970. He was 26.

Senate Bill 1237 – This bill amends sections of the Keystone Opportunity Zone (KOZ), Keystone Opportunity Expansion Zone (KOEZ), and Keystone Opportunity Improvement Zone (KOIZ) Act. It provides for extensions of the tax exemptions, deductions, abatements and credits; additional designations of zones; expansion of existing zones for job creation; and also repeals the law’s original sunset date of Dec. 31, 2018.

House Bill 1294 – This bill amends Title 66 (Public Utilities), further providing for the law bureau to receive assistance from the office of trial staff or any other office or bureau within the Public Utility Commission in carrying out its prosecutorial function; provides for the recovery of the costs of distribution system improvement projects and for civil penalties for violations; and provides a tool to accelerate the replacement of aging natural gas, electric and wastewater systems statewide.

House Bill 1582 – This bill amends Title 53 (Municipalities Generally), establishing how assessments shall be determined by municipal authorities for condominiums or single-family homes, including those in developments. The bill provides incentives for residential properties in a Business Improvement District, or BID, by permitting the BID authority to base the assessment for the cost of improvements and
services at one-half the assessed value that is used for real estate purposes. It also outlines a process for objections for those living in the jurisdiction of the authority.

House Bill 1950 – This bill amends Title 58 (Oil and Gas) of the Pennsylvania Consolidated Statutes. (See article ).
