HERSHEY — When Pennsylvania pays back $3 billion it borrowed from the federal government to pay unemployment benefits, Republican gubernatorial candidate Tom Corbett said Monday he would first increase workers’ payroll deductions to generate the needed cash.
Democrat Dan Onorato, the elected executive of Allegheny County, said he would aim to repay the federal money at a slower rate to avoid putting Pennsylvania workers or businesses in a “devastating” position by dramatically increasing taxes or payroll deductions.
