David E. Horn to be Charged

Trooper Justin Lamaire reports that on 3/24/12 at 1:10 am the PSP conducted a mere encounter on a vehicle at Main and Second Street, Coudersport Borough.  The vehicle had stopped to allow a person to get out because they were not feeling well.  Upon further investigation it was found that the operator of the vehicle, David E. Horn, 25, of Coudersport was driving under the influence.  He was taken into custody and then later released pending criminal charges.
