WELLSBORO — The framed photograph, hugely blown-up, shows Bill Fox in his New York Police Department uniform, badge number 31791, smiling for the camera those many years ago.
Flanking Fox’s image are a dozen or so wallet-size photos of boys Fox adopted or otherwise took in, smiling images of children that the man’s relatives and friends said he cared for more than anyone else.
The words “loving father and guardian angel” are near the top of the frame.
But was that guardian an angel from hell?
Bill Fox, twice cited by President Ronald Reagan for his efforts to help young people, nominated for a national Father of the Year Award, was sentenced on Thursday to 17 1/2 to 35 years in state prison for sexually abusing three Tioga County, Pa., teenagers over a 13-year period.
