* UNTIL 130 PM EST…
* AT 740 AM EST DOPPLER RADAR INDICATED HEAVY RAIN WAS FALLING DUE TO

WELLSBORO…AUSTIN…OSWAYO AND ULYSSES.
THE SMALL STREAMS WILL BE THE FIRST TO FLOOD AND THEN THE LARGER
WATERWAYS. THE RAIN SHOULD ABATE LATER THIS MORNING…AND THE MINOR
FLOODING WILL BEGIN TO SUBSIDE BY NOON.
Instructions: MOST FLOOD DEATHS OCCUR IN AUTOMOBILES. NEVER DRIVE YOUR VEHICLE INTO AREAS WHERE THE WATER COVERS THE ROADWAY. FLOOD WATERS ARE USUALLY DEEPER THAN THEY APPEAR. JUST ONE FOOT OF FLOWING WATER IS POWERFUL ENOUGH TO SWEEP VEHICLES OFF THE ROAD. WHEN ENCOUNTERING FLOODED ROADS MAKE THE SMART CHOICE…TURN AROUND…DONT DROWN. IN HILLY TERRAIN THERE ARE HUNDREDS OF SMALL BRIDGES WHICH MAY FLOOD QUICKLY AND BECOME DANGEROUS IN HEAVY RAIN. DO NOT ATTEMPT TO TRAVEL ACROSS FLOODED BRIDGES. HEED ALL ROAD CLOSURES AND TURN AROUND. IT TAKES ONLY A FEW INCHES OF SWIFTLY FLOWING WATER TO CARRY ANY VEHICLE AWAY.
