Gov. Rendell Signs 18 Bills Into Law

Harrisburg – Governor Edward G. Rendell today signed into law the following bills:
Senate Bill 53: Amends Title 15 and Title 20 related to the effect of death of a testator, or a person who makes a will, during divorce proceedings.
Senate Bill 123: Prohibits the installation of computer spyware; provides for civil and criminal penalties.
Senate Bill 168: Amends the Borough Code related to sale of electricity by a borough.
Senate Bill 298: Allows for farmland that receives preferential tax treatment to install a wind farm or other Tier I energy source, oil and gas drilling, coal bed methane extraction and pipe storage.
Senate Bill 384: Amends Title 51 (Military Affairs) to provide for law enforcement officers at Fort Indiantown Gap.
Senate Bill 900: Establishes the Neighborhood Blight Reclamation and Revitalization Act.
Senate Bills 910 and 912: Amend local government laws related to psychological exams for police, firefighters and civil service positions.
Senate Bill 918: Consolidates local assessment laws and allows the Wilkinsburg fire department to merge with the Pittsburgh fire department.
Senate Bill 1157: Designates a highway in Dauphin and Lancaster counties as the 283rd Field Artillery Battalion Highway.
Senate Bill 1161: Amends Titles 42 and 61 and is an omnibus bill that cleans up some errors in the codification, and also provides for sentencing and parole guidelines.
Senate Bill 1169: Amends Title 42 (Judiciary and Judicial Procedure), further providing for court costs and restitution.
Senate Bill 1181: Amends the Insurance Company Law of 1921, further providing for immunity from civil liability for insurers.
Senate Bill 1288: Designates a bridge in Washington and Westmoreland counties as the Governor John K. Tener Memorial Bridge.
Senate Bill 1320: Designates Interstate 84 as the Fallen Trooper Memorial Highway; and designating a bridge in Clarks Summit, Lackawanna County, as the John E. Fitzgerald Memorial Bridge.
Senate Bill 1328: Amends the Board of Vehicles Act by prohibiting site-control agreements as a condition of granting a franchise.
Senate Bill 1360: Establishes a procedure for voluntary open adoption.
Senate Bill 1429: Amends Title 53 (Municipalities), further providing for merger of municipalities.
