Man Arrested after Police Spot Toddler with Pot Pipe

A Chautauqua County man has been arrested after deputies spotted a toddler in his home holding a marijuana pipe. While deputies were speaking with 51 year-old James Howard of Cherry Creek they saw a child holding the pipe and saw marijuana and rolling papers near the toddler. Howard was charged with endangering the welfare of a child and various drug charges.
