No Help for Raccoon Stuck in Tree

HORNELL, NY – Many residents and workers near the N. Hornell WalMart plaza are upset after they say animal control personnel never showed up to help a raccoon that was stuck in a tree in front of the Fashion Bug there.
One woman said she called 911 to report the distressed raccoon, which was stuck in the tree and hissing at passersby. She says 911 dispatchers told her at noon yesterday that animal control officers were on their way, but as of 6 pm no one had showed up. She also said that later she and others contacted police directly, but they said they could not help.

I didn’t look stuck to me. Maybe it was just intimidated by the circle of people around it who thought it was stuck?
