Nineteen-year-old Cuyler Sloan is accused of stealing the cell phone during a March 2010 class, which was conducted by two juvenile probation officers.
Upon discovering the missing phone, the officers searched members of the class, but did not find the phone.
Sloan, who had left the class early with a friend, was later questioned by authorities, but denied any involvement in stealing the phone.
The next day Sloan was observed by officer Angela Work using a cell phone while waiting at his bus stop.
Work then confronted Sloan, knowing he did not own a phone of his own.
Sloan is currently free on his own recognizance.
