HARRISBURG, Pa. — Gov. Ed Rendell shared ideas Monday morning at a Harrisburg news conference that he says will help the state make up a more than $3 billion funding gap in money for road, bridge and mass transit repairs and improvements in the years ahead.

A big part of the shortfall, more than $470 million, comes from the federal government’s denial of proposed tolling of Interstate 80 to raise money.

Rendell wants to adjust the state’s tax structure to increase the amount of tax (to 8 percent) oil companies pay on their profits in Pennsylvania. Rendell says changing the structure so companies pay more would net about $576 million. The governor also said oil companies would be legally prevented from passing the increase on to consumers and that would be policed by the Attorney General’s office.
