* AT 1029 AM EDT DOPPLER RADAR INDICATED AREAS OF MODERATE TO HEAVY RAIN WERE AFFECTING THE NORTHWEST MOUNTAINS OF PENNSYLVANIA. DOPPLER RADAR ESTIMATES THAT ONE TO ONE AND A HALF INCHES OF RAIN HAS FALLEN IN THE LAST FEW HOURS. EXPECT MINOR FLOODING TO BEGIN SHORTLY.

* LOCATIONS THAT MAY EXPERIENCE MINOR FLOODING INCLUDE BUT ARE NOT LIMITED TO WARREN…BRADFORD AND KANE. PERIODS OF MODERATE TO HEAVY RAIN WILL CONTINUE TO AFFECT THE NORTHWEST MOUNTAINS OF PENNSYLVANIA INTO EARLY THIS AFTERNOON. UPWARDS OF TWO INCHES OF TOTAL RAINFALL IS POSSIBLE…WHICH WILL CAUSE SIGNIFICANT RISES ON AREA STREAMS…AS WELL AS PONDING OF WATER IN AREAS OF POOR DRAINAGE.
